Context of Revelation 9:20
18A third of mankind was killed by the three plagues of fire, smoke, and sulfur that proceeded from their mouths. 19For the power of the horses was in their mouths and in their tails; indeed, their tails were like snakes, having heads with which to inflict harm. Now the rest of mankind who were not killed by these plagues still did not repent of the works of their hands. They did not stop worshiping demons and idols of gold, silver, bronze, stone, and wood, which cannot see or hear or walk. 21Furthermore, they did not repent of their murder, sorcery, sexual immorality, and theft.

- Adam Clarke Bible Commentary · v. 20Yet repented not - The commission which these horsemen had was against idolaters; and though multitudes of them were destroyed, yet the residue continued their senseless attachment to dumb idols, and therefore heavier judgments might be expected. These things are supposed to refer to the desolation brought upon the Greek Church by the Ottomans, who entirely ruined that Church and the Greek empire. The writer proceeds to state, however, that these judgments did not have the effect which might reasonably have been anticipated. No reformation followed; there was no abandonment of the…Read the comment
