Context of Acts 3:23
21Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began. 22For Moses truly said unto the fathers, A prophet shall the Lord your God raise up unto you of your brethren, like unto me; him shall ye hear in all things whatsoever he shall say unto you. And it shall come to pass, that every soul, which will not hear that prophet, shall be destroyed from among the people. 24Yea, and all the prophets from Samuel and those that follow after, as many as have spoken, have likewise foretold of these days. 25Ye are the children of the prophets, and of the covenant which God made with our fathers, saying unto Abraham, And in thy seed shall all the kindreds of the earth be blessed.

Commentaries on Acts 3:23
- Barnes’ Notes on the Bible · v. 23And it shall come to pass - It shall be, or shall occur. This is not the usual word rendered “it shall come to pass.” It is a word commonly expressing “futurity,” but here it conveys the notion of “obligation.” In this verse Peter has not quoted the passage in Deuteronomy literally, but he has given the sense. Every soul - Every “person” or “individual.” Soul is often put for the whole man by the Hebrews, Acts 7:14; Joshua 10:28. Hear that Prophet - That…Read the comment
- Matthew Henry Concise Commentary · v. 22-26Verses 22-26 Here is a powerful address to warn the Jews of the dreadful consequences of their unbelief, in the very words of Moses, their favourite prophet, out of pretended zeal for whom they were ready to reject Christianity, and to try to destroy it. Christ came into the world to bring a blessing with him. And he sent his Spirit to be the great blessing. Christ came to bless us, by turning us from our iniquities, and saving us from our sins.
