Context of Acts 3:23
21Jesus must stay in heaven until the day that God will cause everything to become new again. Long ago God gave his prophets a message about this, and they told that message to people. 22For example, Moses said this about the Messiah a long time ago: “The Lord your God will send you a prophet. He will be one of your own people. He will speak God's message as I have done. You must obey everything that he says to you. God will punish anyone who does not obey that prophet. He will no longer be one of God's people and God will destroy him.” ’ 24Peter then said, ‘All of God's prophets spoke about what is happening in these days. Samuel was one of them, and all the prophets who came later also spoke the same message. 25You are the people who receive that message from God today. The promise that God made to bless our ancestors is the same promise that he makes to you. God said to our ancestor Abraham, “Through your descendants, I will bless all the people on the earth.”

- Barnes’ Notes on the Bible · v. 23And it shall come to pass - It shall be, or shall occur. This is not the usual word rendered “it shall come to pass.” It is a word commonly expressing “futurity,” but here it conveys the notion of “obligation.” In this verse Peter has not quoted the passage in Deuteronomy literally, but he has given the sense. Every soul - Every “person” or “individual.” Soul is often put for the whole man by the Hebrews, Acts 7:14; Joshua 10:28. Hear that Prophet - That…Read the comment
- Matthew Henry Concise Commentary · v. 22-26Verses 22-26 Here is a powerful address to warn the Jews of the dreadful consequences of their unbelief, in the very words of Moses, their favourite prophet, out of pretended zeal for whom they were ready to reject Christianity, and to try to destroy it. Christ came into the world to bring a blessing with him. And he sent his Spirit to be the great blessing. Christ came to bless us, by turning us from our iniquities, and saving us from our sins.
