Context of Acts 3:23
21Heaven must receive him until the time of the restoration of all things, which God spoke about through his holy prophets from the beginning. 22Moses said: The Lord your God will raise up for you a prophet like me from among your brothers. You must listen to everything he tells you. And everyone who does not listen to that prophet will be completely cut off from the people. 24“In addition, all the prophets who have spoken, from Samuel and those after him, have also foretold these days. 25You are the sons of the prophets and of the covenant that God made with your ancestors, saying to Abraham, And all the families of the earth will be blessed through your offspring.

- Barnes’ Notes on the Bible · v. 23And it shall come to pass - It shall be, or shall occur. This is not the usual word rendered “it shall come to pass.” It is a word commonly expressing “futurity,” but here it conveys the notion of “obligation.” In this verse Peter has not quoted the passage in Deuteronomy literally, but he has given the sense. Every soul - Every “person” or “individual.” Soul is often put for the whole man by the Hebrews, Acts 7:14; Joshua 10:28. Hear that Prophet - That…Read the comment
- Matthew Henry Concise Commentary · v. 22-26Verses 22-26 Here is a powerful address to warn the Jews of the dreadful consequences of their unbelief, in the very words of Moses, their favourite prophet, out of pretended zeal for whom they were ready to reject Christianity, and to try to destroy it. Christ came into the world to bring a blessing with him. And he sent his Spirit to be the great blessing. Christ came to bless us, by turning us from our iniquities, and saving us from our sins.
