31but Israel even though pursuing a law of righteousness did not attain it. 32Why not? Because they pursued it not by faith but (as if it were possible) by works. They stumbled over the stumbling stone, just as it is written, “Look, I am laying in Zion a stone that will cause people to stumble and a rock that will make them fall, yet the one who believes in him will not be put to shame.”

- Adam Clarke Bible Commentary · v. 33As it is written, Behold, I lay in Sion - Christ, the Messiah, is become a stone of stumbling to them: and thus what is written in the prophecy of Isaiah is verified in their case, Isaiah 8:14; Isaiah 28:16; : Behold, I lay in Sion, i.e. I shall bring in my Messiah; but he shall be a widely different person from him whom the Jews expect; for, whereas they expect the Messiah to be a mighty secular prince, and to set up a secular kingdom, he shall appear a…Read the comment
- Matthew Henry Concise Commentary · v. 30-33Verses 30-33 The Gentiles knew not their guilt and misery, therefore were not careful to procure a remedy. Yet they attained to righteousness by faith. Not by becoming proselytes to the Jewish religion, and submitting to the ceremonial law; but by embracing Christ, and believing in him, and submitting to the gospel. The Jews talked much of justification and holiness, and seemed very ambitious to be the favourites of God. They sought, but not in the right…Read the comment
- Tyndale Open Study Notes · v. 33This quotation is from Isaiah 8:14 and 28:16. These two texts, along with Psalm 118:22, are also quoted together in 1 Peter 2:6–8. But in this they only did.Read the comment
- Calvin’s Commentaries · v. 3333. And every one who believes in him shall not be ashamed. He subjoins this testimony from another part for the consolation of the godly; as though he had said, “Because Christ is called the stone of stumbling, there is no reason that we should dread him, or entertain fear instead of confidence; for he is appointed for ruin to the unbelieving, but for life and resurrection to the godly.” As then the former prophecy, concerning the stumbling and offence…Read the comment
