Context of Hebrews 12:26
24and to Jesus, the mediator of a new covenant, and to the sprinkled blood that speaks of something better than Abel’s does. 25Take care not to refuse the one who is speaking! For if they did not escape when they refused the one who warned them on earth, how much less shall we, if we reject the one who warns from heaven? Then his voice shook the earth, but now he has promised, “I will once more shake not only the earth but heaven too.” 27Now this phrase “once more” indicates the removal of what is shaken, that is, of created things, so that what is unshaken may remain. 28So since we are receiving an unshakable kingdom, let us give thanks, and through this let us offer worship pleasing to God in devotion and awe.

- Adam Clarke Bible Commentary · v. 26Whose voice then shook the earth - Namely, at the giving of the law on Mount Sinai; and from this it seems that it was the voice of Jesus that then shook the earth, and that it was he who came down on the mount. But others refer this simply to God the Father giving the law. Not the earth only, but also heaven - Probably referring to the approaching destruction of Jerusalem, and the total abolition of the political and ecclesiastical constitution of the…Read the comment

- Matthew Henry Concise Commentary · v. 18-29Verses 18-29 Mount Sinai, on which the Jewish church state was formed, was a mount such as might be touched, though forbidden to be so, a place that could be felt; so the Mosaic dispensation was much in outward and earthly things. The gospel state is kind and condescending, suited to our weak frame. Under the gospel all may come with boldness to God's presence. But the most holy must despair, if judged by the holy law given from Sinai, without a Saviour…Read the comment
