Context of Romans 10:9
7“Don’t ask who will go down into the depths,” (that is, to bring Christ back from the dead). 8However, what else does it say? “This message is near you. It’s in your mouth and in your heart.” This is the message of faith that we spread. If you declare that Jesus is Lord, and believe that God brought him back to life, you will be saved. 10By believing you receive God’s approval, and by declaring your faith you are saved. 11Scripture says, “Whoever believes in him will not be ashamed.”

- Matthew Henry Concise Commentary · v. 5-11Verses 5-11 The self-condemned sinner need not perplex himself how this righteousness may be found. When we speak of looking upon Christ, and receiving, and feeding upon him, it is not Christ in heaven, nor Christ in the deep, that we mean; but Christ in the promise, Christ offered in the word. Justification by faith in Christ is a plain doctrine. It is brought before the mind and heart of every one, thus leaving him without excuse for unbelief. If a man…Read the comment
- Tyndale Open Study Notes · v. 1-21n this section, Paul addresses a serious question. Many Jews did not believe in Jesus. If God had promised salvation to Israel, how could Jesus truly fulfill God’s plan when so few Jews believed (9:1–5)? In response, Paul uses the Old Testament to show that God always planned to save only a remnant, that is, a smaller group within Israel (9:6–29). Paul also explains that many Jews did not accept Christ because they refused to trust in him (9:30–10:21)…Read the comment
