Context of Romans 10:9
7‘Do not say to yourself either, “Someone will have to go down into the world below.” ’ (That means: ‘Someone will have to bring Christ up from the place where dead people are.’) 8But the Bible says: ‘God's message is near you. You can talk about it, and you can think about it.’ That is the same message that we are teaching to people. We tell people to believe in Jesus Christ. The message is this: You must say clearly that Jesus is the Lord. Also, you must believe deep inside yourself that God raised him to life again after his death. Then God will save you. 10God accepts people as right with him when they believe like that, deep inside themselves. And when people say clearly that Jesus is Lord, God saves them. 11It says in the Bible: ‘Everyone who believes in him will not be disappointed.’

- Matthew Henry Concise Commentary · v. 5-11Verses 5-11 The self-condemned sinner need not perplex himself how this righteousness may be found. When we speak of looking upon Christ, and receiving, and feeding upon him, it is not Christ in heaven, nor Christ in the deep, that we mean; but Christ in the promise, Christ offered in the word. Justification by faith in Christ is a plain doctrine. It is brought before the mind and heart of every one, thus leaving him without excuse for unbelief. If a man…Read the comment
- Tyndale Open Study Notes · v. 1-21n this section, Paul addresses a serious question. Many Jews did not believe in Jesus. In response, Paul uses the Old Testament to show that God always planned to save only a remnant, that is, a smaller group within Israel (9:6–29). Paul also explains that many Jews did not accept Christ because they refused to trust in him (9:30–10:21)…Read the comment
