Context of Luke 19:9
7All who saw it began to complain, “He’s gone to stay with a sinful man.” 8But Zacchaeus stood there and said to the Lord, “Look, I’ll give half of my possessions to the poor, Lord. And if I have extorted anything from anyone, I’ll pay back four times as much.” “Today salvation has come to this house,” Jesus told him, “because he too is a son of Abraham. 10For the Son of Man has come to seek and to save the lost.” 11As they were listening to this, he went on to tell a parable because he was near Jerusalem, and they thought the kingdom of God was going to appear right away.

Commentaries on Luke 19:9
- Adam Clarke Bible Commentary · v. 9Jesus said unto him - Bishop Pearce observes: "Probably Luke wrote , not , said unto them, i.e. to those who had before called Zaccheus a sinner; ( Luke 19:7;); for Jesus here speaks of Zaccheus in the third person, he also is a son of Abraham, and therefore he was not then speaking to him."
