Context of Luke 3:20
18With these and many other exhortations, John proclaimed the good news to the people. 19But when he rebuked Herod the tetrarch regarding his brother’s wife Herodias and all the evils he had done, Herod added this to them all: He locked John up in prison. 21When all the people were being baptized, Jesus was baptized too. And as He was praying, heaven was opened, 22and the Holy Spirit descended on Him in a bodily form like a dove. And a voice came from heaven: “You are My beloved Son; in You I am well pleased.”

Commentaries on Luke 3:20
- Matthew Henry Concise Commentary · v. 15-20Verses 15-20 John the Baptist disowned being himself the Christ, but confirmed the people in their expectations of the long-promised Messiah. He could only exhort them to repent, and assure them of forgiveness upon repentance; but he could not work repentance in them, nor confer remission on them. Thus highly does it become us to speak of Christ, and thus humbly of ourselves. John can do no more than baptize with water, in token that they ought to purify…Read the comment
- Tyndale Open Study Notes · v. 19-20Herod Antipas was the ruler of Galilee. He divorced his first wife and married Herodias. Herodias was the wife of his half-brother Herod Philip. When John publicly criticized Herod for this sin, Herod imprisoned and later executed him (compare 9:9; Mark 6:16–29). Herod’s execution of John is also recorded by the Jewish historian Josephus (Antiquities 18.5.2).Read the comment

(Also see on Mt 3:12.) and for all the evils which Herod had done--important fact here only mentioned, showing how thoroughgoing was the fidelity of the Baptist to his royal hearer, and how strong must have been the workings of conscience in that slave of passion when, notwithstanding such plainness, he "did many things and heard John gladly" (Mr 6:20, 26).Read the comment
