Context of Matthew 9:18
16“And no one puts a patch of unshrunk cloth on an old garment, for the patch pulls away from the garment and a worse tear happens. 17Nor do they put new wine into old wineskins. Otherwise the skins burst, and the wine spills out and the skins are ruined. But they put new wine into fresh wineskins, and both are preserved.” Just as He was saying these things to them, a synagogue leader came and began to bow before Him, saying, “My daughter has just died, but come lay Your hand on her and she will live.” 19And Yeshua got up and began to follow him, with His disciples. 20Just then a woman, losing blood for twelve years, came from behind and touched the tzitzit of His garment.

- Adam Clarke Bible Commentary · v. 18A certain ruler - There were two officers in the synagogue, הכנסת חזן chazan ha -ceneseth, the bishop or overseer of the congregation; and הכנסת ראש rosh ha -ceneseth, the head or ruler of the congregation. The chazan takes the book of the Law, and gives it to the rosh, or ruler; and he appoints who shall read the different sections, etc. Jairus, who is the person intended here, was, in this latter sense, the ruler or governor of one of the synagogues…Read the comment

And it is high honour to the greatest rulers to attend on the Lord Jesus; and those who would receive mercy from Christ, must honour him.
