Context of Matthew 9:18
16“No one sews a patch of unshrunk cloth on an old garment, for the patch will pull away from the garment, making the tear worse. 17Neither do people pour new wine into old wineskins. If they do, the skins will burst; the wine will run out and the wineskins will be ruined. No, they pour new wine into new wineskins, and both are preserved.” While he was saying this, a synagogue leader came and knelt before him and said, “My daughter has just died. But come and put your hand on her, and she will live.” 19Jesus got up and went with him, and so did his disciples. 20Just then a woman who had been subject to bleeding for twelve years came up behind him and touched the edge of his cloak.

- Adam Clarke Bible Commentary · v. 18A certain ruler - There were two officers in the synagogue, הכנסת חזן chazan ha -ceneseth, the bishop or overseer of the congregation; and הכנסת ראש rosh ha -ceneseth, the head or ruler of the congregation. The chazan takes the book of the Law, and gives it to the rosh, or ruler; and he appoints who shall read the different sections, etc. Jairus, who is the person intended here, was, in this latter sense, the ruler or governor of one of the synagogues…Read the comment

And it is high honour to the greatest rulers to attend on the Lord Jesus; and those who would receive mercy from Christ, must honour him. The variety of methods Christ took in working his miracles, perhaps was because of the different frames and tempers of mind, which those were in who came to him, and which He who searches the heart perfectly knew.
