Context of Luke 7:28
26Were you looking for a prophet? Yes, and he is more than a prophet. 27John is the man to whom the Scriptures refer when they say, ‘Look, I am sending my messenger ahead of you, and he will prepare your way before you.’ I tell you, of all who have ever lived, none is greater than John. Yet even the least person in the Kingdom of God is greater than he is!” 29When they heard this, all the people—even the tax collectors—agreed that God’s way was right, for they had been baptized by John. 30But the Pharisees and experts in religious law rejected God’s plan for them, for they had refused John’s baptism.

- Barnes’ Notes on the Bible · v. 19-35Verses 19-35 See this passage explained in Luke 7:29 The people - The common people. That heard him - That heard “John.” The publicans - The tax-gatherers, the worst kind of people, who had, however, been converted. - Matthew Henry Concise Commentary · v. 19-35Verses 19-35 To his miracles in the kingdom of nature, Christ adds this in the kingdom of grace, To the poor the gospel is preached. It clearly pointed out the spiritual nature of Christ's kingdom, that the messenger he sent before him to prepare his way, did it by preaching repentance and reformation of heart and life. We have here the just blame of those who were not wrought upon by the ministry of John Baptist or of Jesus Christ himself. They made a…Read the comment
- Tyndale Open Study Notes · v. 28Jesus praised John as the greatest person who ever lived under the old covenant. But even the least person in the kingdom of God is greater than John. The blessings of the new covenant are free and complete forgiveness of sins, the indwelling presence of the Holy Spirit, and intimate knowledge of God. These blessings give believers in Jesus a new and greater position than even John enjoyed.Read the comment
