Context of Acts 17:13
11And the people of Berea were more open-minded than those in Thessalonica, and they listened eagerly to Paul’s message. They searched the Scriptures day after day to see if Paul and Silas were teaching the truth. 12As a result, many Jews believed, as did many of the prominent Greek women and men. But when some Jews in Thessalonica learned that Paul was preaching the word of God in Berea, they went there and stirred up trouble. 14The believers acted at once, sending Paul on to the coast, while Silas and Timothy remained behind. 15Those escorting Paul went with him all the way to Athens; then they returned to Berea with instructions for Silas and Timothy to hurry and join him.

- Barnes’ Notes on the Bible · v. 13Stirred up the people - The word used here ́ saleueindenotes properly “to agitate” or “excite,” as the waves of the sea are agitated by the wind. It is with great beauty used to denote the “agitation and excitement of a popular tumult,” from its resemblance to the troubled waves of the ocean. The figure is often employed by the Classic writers, and also occurs in the Scriptures. See Psalm 65:7; Isaiah 17:12-13; Jeremiah 46:7-8.Read the comment
- Matthew Henry Concise Commentary · v. 10-15Verses 10-15 The Jews in Berea applied seriously to the study of the word preached unto them. They not only heard Paul preach on the sabbath, but daily searched the Scriptures, and compared what they read with the facts related to them. The doctrine of Christ does not fear inquiry; advocates for his cause desire no more than that people will fully and fairly examine whether things are so or not. Those are truly noble, and likely to be more and more so…Read the comment
