Context of Acts 16:13
11We boarded a boat at Troas and sailed straight across to the island of Samothrace, and the next day we landed at Neapolis. 12From there we reached Philippi, a major city of that district of Macedonia and a Roman colony. And we stayed there several days. On the Sabbath we went a little way outside the city to a riverbank, where we thought people would be meeting for prayer, and we sat down to speak with some women who had gathered there. 14One of them was Lydia from Thyatira, a merchant of expensive purple cloth, who worshiped God. As she listened to us, the Lord opened her heart, and she accepted what Paul was saying. 15She and her household were baptized, and she asked us to be her guests. “If you agree that I am a true believer in the Lord,” she said, “come and stay at my home.” And she urged us until we agreed.

- Adam Clarke Bible Commentary · v. 13By a river side, where prayer was wont to be made - ̔ , where it was said there was a proseucha . The proseucha was a place of prayer, or a place used for worship, where there was no synagogue. It was a large building uncovered, with seats, as in an amphitheatre. Buildings of this sort the Jews had by the sea side, and by the sides of rivers. See this subject considered at large in the note on Luke 6:12; (note). It appears that the apostles had heard from…Read the comment

By a river side - What river this was is not known. It is known, however, that the Jews were accustomed to provide water, or to build their synagogues and oratories near water, for the convenience of the numerous washings before and during their religious services. People greatly need help for their souls, it is their duty to look out for it, and to invite those among them who can help them. And God's calls must be complied with readily.
