Context of Acts 16:13
11So we took a ship from Troas and sailed straight to the island of Samothrace. The next day we sailed to the city of Neapolis, 12and from there we went to the city of Philippi. Philippi is a leading city in that part of Macedonia, and it is a Roman colony. We were in this city for a number of days. On the day of rest—a holy day, we went out of the city to a place along the river where we thought Jewish people gathered for prayer. We sat down and began talking to the women who had gathered there. 14A woman named Lydia was present. She was a convert to Judaism from the city of Thyatira and sold purple dye for a living. She was listening because the Lord made her willing to pay attention to what Paul said. 15When Lydia and her family were baptized, she invited us to stay at her home. She said, “If you’re convinced that I believe in the Lord, then stay at my home.” She insisted. So we did.

- Adam Clarke Bible Commentary · v. 13By a river side, where prayer was wont to be made - ̔ , where it was said there was a proseucha . The proseucha was a place of prayer, or a place used for worship, where there was no synagogue. It was a large building uncovered, with seats, as in an amphitheatre. Buildings of this sort the Jews had by the sea side, and by the sides of rivers. See this subject considered at large in the note on Luke 6:12; (note). It appears that the apostles had heard from…Read the comment

By a river side - What river this was is not known. It is known, however, that the Jews were accustomed to provide water, or to build their synagogues and oratories near water, for the convenience of the numerous washings before and during their religious services. People greatly need help for their souls, it is their duty to look out for it, and to invite those among them who can help them. And God's calls must be complied with readily.
