Context of Revelation 22:15
13I am the Alpha and the Omega, the First and the Last, the Beginning and the End. 14“Blessed are those who wash their robes, that they may have the right to the tree of life and may go through the gates into the city. Outside are the dogs, those who practice magic arts, the sexually immoral, the murderers, the idolaters and everyone who loves and practices falsehood. 16“I, Jesus, have sent my angel to give you this testimony for the churches. I am the Root and the Offspring of David, and the bright Morning Star.” 17The Spirit and the bride say, “Come!” And let the one who hears say, “Come!” Let the one who is thirsty come; and let the one who wishes take the free gift of the water of life.

- Tyndale Open Study Notes · v. 15This verse lists those not allowed to enter, contrasting with those admitted in Revelation 22:14 (see 21:8, 27; 22:11). Unrepentant sinners stay outside the city. It warns that those who do not repent cannot enter the city of God (Revelation 22:14). The term dogs for sinners was a common Jewish label for outsiders (see Matthew 7:6; Philippians 3:2; also 2 Samuel 3:8; 2 Kings 8:13); Jews used this term for Gentiles (see Mark 7:26–28).Read the comment
