Context of Revelation 22:15
13I [am] the Alpha and the Omega, [the] first and [the] last, the beginning and the end. 14Blessed [are] they that wash their robes, that they may have right to the tree of life, and that they should go in by the gates into the city. Without [are] the dogs, and the sorcerers, and the fornicators, and the murderers, and the idolaters, and every one that loves and makes a lie. 16I Jesus have sent mine angel to testify these things to you in the assemblies. I am the root and offspring of David, the bright [and] morning star. 17And the Spirit and the bride say, Come. And let him that hears say, Come. And let him that is athirst come; he that will, let him take [the] water of life freely.

- Barnes’ Notes on the Bible · v. 15For without are dogs - The wicked, the depraved, the vile: for of such characters the dogs, an unclean animal among the Jews, was regarded as a symbol, Deuteronomy 23:18. On the meaning of the expression, see the notes on Philemon 3:2. The word “without” means that they would not be admitted into the heavenly city, the New Jerusalem, Revelation 21:8, Revelation 21:27. - Tyndale Open Study Notes · v. 15This verse lists those not allowed to enter, contrasting with those admitted in Revelation 22:14 (see 21:8, 27; 22:11). Unrepentant sinners stay outside the city. It warns that those who do not repent cannot enter the city of God (Revelation 22:14). The term dogs for sinners was a common Jewish label for outsiders (see Matthew 7:6; Philippians 3:2; also 2 Samuel 3:8; 2 Kings 8:13); Jews used this term for Gentiles (see Mark 7:26–28).Read the comment
