Context of Hebrews 9:19
17A will is used only after a person is dead because it goes into effect only when a person dies. 18That is why even the first promise was made with blood. As Scripture tells us, Moses told all the people every commandment. Then he took the blood of calves and goats together with some water, red yarn, and hyssop and sprinkled the scroll and all the people. 20He said, “Here is the blood that seals the promise God has made to you.” 21In the same way, Moses sprinkled blood on the tent and on everything used in worship.

- Adam Clarke Bible Commentary · v. 19When Moses had spoken every precept - The place to which the apostle alludes is Exodus 24:4-8, where the reader is requested to consult the notes. And sprinkled both the book - The sprinkling of the book is not mentioned in the place to which the apostle refers, (see above), nor did it in fact take place. The words , and the book itself, should be referred to , having taken, and not to ̔, he sprinkled; the verse should therefore be read thus: For after…Read the comment

Thus Christ died, not only to obtain the blessings of salvation for us, but to give power to the disposal of them. All, by sin, were become guilty before God, had forfeited every thing that is good; but God, willing to…Read the comment
