Context of Luke 20:38
36and they cannot die again, because they are [immortal] like the angels (equal to, angel-like). And they are children of God, being participants in the resurrection. 37But [as for the fact] that the dead are raised [from death], even Moses showed, in the passage about the burning bush, when he calls the Lord the God of Abraham, the God of Isaac, and the God of Jacob. Now He is not the God of the dead, but of the living [so these forefathers will be among the resurrected]; for all live [in a definite relationship] to Him.” 39Some of the scribes replied, “Teacher, you have spoken well [so that there is no room for blame].” 40And they did not dare to question Him further about anything [because of the wisdom He displayed in His answers].

- Adam Clarke Bible Commentary · v. 38All live unto him - There is a remarkable passage in Josephus's account of the Maccabees, chap. xvi., which proves that the best informed Jews believed that the souls of righteous men were in the presence of God in a state of happiness. "They who lose their lives for the sake of God, Live unto God, as do Abraham, Isaac, and Jacob, and the rest of the patriarchs." And one not less remarkable in Shemoth Rabba, fol. 159. There are more worlds than one; a present visible world, and a future unseen world; and let every one compare this world and that world, and give the preference in his thoughts and cares to that which deserves them…Read the comment
