Context of Luke 20:38
36And they will never die again. In this respect they will be like angels. They are children of God and children of the resurrection. 37“But now, as to whether the dead will be raised—even Moses proved this when he wrote about the burning bush. Long after Abraham, Isaac, and Jacob had died, he referred to the Lord as ‘the God of Abraham, the God of Isaac, and the God of Jacob.’ So he is the God of the living, not the dead, for they are all alive to him.” 39“Well said, Teacher!” remarked some of the teachers of religious law who were standing there. 40And then no one dared to ask him any more questions.

- Adam Clarke Bible Commentary · v. 38All live unto him - There is a remarkable passage in Josephus's account of the Maccabees, chap. xvi., which proves that the best informed Jews believed that the souls of righteous men were in the presence of God in a state of happiness. "They who lose their lives for the sake of God, Live unto God, as do Abraham, Isaac, and Jacob, and the rest of the patriarchs." And one not less remarkable in Shemoth Rabba, fol. 159. There are more worlds than one; a present visible world, and a future unseen world; and let every one compare this world and that world, and give the preference in his thoughts and cares to that which deserves them…Read the comment
