Context of Luke 7:25
23Blessed is he who is not led to stumble because of Me.” 24And after John’s messengers left, He began to speak about John to the crowds. “What did you go out to the wilderness to see? A reed shaken by the wind? No? So what did you go out to see? A man dressed in fine garments? Look, those who wear finery and live in luxury are in the palaces of kings! 26Then what did you go out to see? A prophet? Yes, I tell you, even more than a prophet. 27This is the one about whom it is written, ‘Behold, I send My messenger before You, who will prepare Your way before You.’

- Matthew Henry Concise Commentary · v. 19-35Verses 19-35 To his miracles in the kingdom of nature, Christ adds this in the kingdom of grace, To the poor the gospel is preached. It clearly pointed out the spiritual nature of Christ's kingdom, that the messenger he sent before him to prepare his way, did it by preaching repentance and reformation of heart and life.
