Context of Luke 7:22
20When they appeared before Him, the men said, “John the Immerser sent us to you, saying, ‘Are you the One who is to come, or shall we look for another?’” 21At this very hour He was healing many of diseases, sicknesses, and evil spirits; and He granted sight to many who were blind. And answering, He said to them, “Go report to John what you saw and heard: the blind see, the lame walk, those with tza'arat are cleansed, the deaf hear, the dead are raised, and the poor have good news proclaimed to them. 23Blessed is he who is not led to stumble because of Me.” 24And after John’s messengers left, He began to speak about John to the crowds. “What did you go out to the wilderness to see? A reed shaken by the wind?

- Matthew Henry Concise Commentary · v. 19-35Verses 19-35 To his miracles in the kingdom of nature, Christ adds this in the kingdom of grace, To the poor the gospel is preached. It clearly pointed out the spiritual nature of Christ's kingdom, that the messenger he sent before him to prepare his way, did it by preaching repentance and reformation of heart and life. We have here the just blame of those who were not wrought upon by the ministry of John Baptist or of Jesus Christ himself. They made a…Read the comment
- Tyndale Open Study Notes · v. 22The blind receive sight, the lame walk: The prophet Isaiah describes God’s salvation as the renewal of his fallen creation (Isaiah 26:19; 29:18–19; 35:5–6; 61:1–2). Jesus did not come to end Roman rule over Judea. This may explain why he leaves out the words "proclaim liberty to the captives" when he quotes Isaiah 61:1. He came for a greater purpose: to reverse the effects of sin and death.Read the comment
