Context of Luke 21:15
13This will lead you to be a witness. 14So make up your minds not to prepare ahead of time to defend yourselves— for I Myself will give you speech and wisdom that none of your opponents will be able to resist or refute. 16But you will be handed over even by parents, brothers, relatives, and friends—and they will put some of you to death. 17And you will be hated by all because of My name.

The disciples of Jesus were to prepare themselves to speak clearly as witnesses (see Colossians 4:5–6; 2 Timothy 2:21; 1 Peter 3:15).
