Context of Acts 16:19
17Following after Paul and us, she kept shouting, saying, “These men are servants of El Elyon, who are proclaiming to you the way of salvation.” 18She kept doing this for many days. But Paul was irritated and turned and said to the spirit, “I command you in the name of Messiah Yeshua to come out of her!” And it came out of her that very moment. But when her masters saw that the hope of profit was gone, they grabbed Paul and Silas and dragged them into the marketplace before the authorities. 20And when they brought them to the chief authorities, they said, “These men are throwing our city into an uproar! Being Jewish, 21they advocate customs which are not permitted for us to accept or practice, being Romans.”

- Barnes’ Notes on the Bible · v. 19The hope of their gains was gone - It was this that troubled and enraged them. Instead of regarding the act as proof of divine power, they were intent only on their profits. Their indignation furnishes a remarkable illustration of the fixedness with which people will regard wealth; of the fact that the love of it will blind them to all the truths of religion, and all the proofs of the power and presence of God; and of the fact that any interposition of…Read the comment
- Matthew Henry Concise Commentary · v. 16-24Verses 16-24 Satan, though the father of lies, will declare the most important truths, when he can thereby serve his purposes. But much mischief is done to the real servants of Christ, by unholy and false preachers of the gospel, who are confounded with them by careless observers. Those who do good by drawing men from sin, may expect to be reviled as troublers of the city. While they teach men to fear God, to believe in Christ, to forsake sin, and to live…Read the comment

They blamed them for causing trouble, used racial bias ("These men are Jews"), and appealed to the Philippians’ pride ("us Romans").
