Context of Acts 16:19
17She used to follow Paul and shout, “These men are servants of the Most High God. They’re telling you how you can be saved.” 18She kept doing this for many days. Paul became annoyed, turned to the evil spirit, and said, “I command you in the name of Jesus Christ to come out of her!” As Paul said this, the evil spirit left her. When her owners realized that their hope of making money was gone, they grabbed Paul and Silas and dragged them to the authorities in the public square. 20In front of the Roman officials, they said, “These men are stirring up a lot of trouble in our city. They’re Jews, 21and they’re advocating customs that we can’t accept or practice as Roman citizens.”

- Adam Clarke Bible Commentary · v. 19When her masters saw - It appears she was maintained by some men, who received a certain pay from every person whose fortune she told, or to whom she made any discovery of stolen goods, etc., etc. The hope of their gains was gone - ̔ , This hope; viz. the spirit. So completely was this spirit cast out that the girl could divine no more; and yet she continued a heathen still, for we do not hear a word of her conversion. - Barnes’ Notes on the Bible · v. 19The hope of their gains was gone - It was this that troubled and enraged them. Instead of regarding the act as proof of divine power, they were intent only on their profits. Their indignation furnishes a remarkable illustration of the fixedness with which people will regard wealth; of the fact that the love of it will blind them to all the truths of religion, and all the proofs of the power and presence of God; and of the fact that any interposition of…Read the comment
- Matthew Henry Concise Commentary · v. 16-24Verses 16-24 Satan, though the father of lies, will declare the most important truths, when he can thereby serve his purposes. But much mischief is done to the real servants of Christ, by unholy and false preachers of the gospel, who are confounded with them by careless observers. Those who do good by drawing men from sin, may expect to be reviled as troublers of the city. While they teach men to fear God, to believe in Christ, to forsake sin, and to live…Read the comment

They blamed them for causing trouble, used racial bias ("These men are Jews"), and appealed to the Philippians’ pride ("us Romans"). The Philippians were proud Roman citizens of a Roman colony. customs that…Read the comment
