Context of Revelation 15:2
1Then I saw in heaven another marvelous event of great significance. Seven angels were holding the seven last plagues, which would bring God’s wrath to completion. I saw before me what seemed to be a glass sea mixed with fire. And on it stood all the people who had been victorious over the beast and his statue and the number representing his name. They were all holding harps that God had given them. 3And they were singing the song of Moses, the servant of God, and the song of the Lamb: “Great and marvelous are your works, O Lord God, the Almighty. Just and true are your ways, O King of the nations. 4Who will not fear you, Lord, and glorify your name? For you alone are holy. All nations will come and worship before you, for your righteous deeds have been revealed.”

- Adam Clarke Bible Commentary · v. 2A sea of glass - A spacious lucid plain around the throne, from which fiery coruscations were continually emitted: or, the reflection of the light upon this lucid plain produced the prismatic colors of the most vivid rainbow. Over the beast, and over his image - See the notes on Revelation 13:1-18 (note).Read the comment
- Barnes’ Notes on the Bible · v. 2And I saw as it were a sea of glass - In Revelation 4:6, a similar vision is recorded - “And before the throne there was a sea of glass, like unto crystal.” See the notes on that passage. The sea of glass here means a sea clear, pellucid, like glass: an expanse that seemed to be made of glass. There it was entirely clear; here it is mingled with fire. Mingled with fire - That is, a portion of the sea was red like fire. It was not all clear and pellucid…Read the comment

Those who defeated the beast (see Revelation 13:1–8, 15–18) hold harps that represent ultimate peace. Their position on the sea of glass (compare Revelation 4:6) symbolizes their endurance through the fire of persecution (compare Psalm 66:12; Isaiah 43:2; Daniel 3:8–30).Read the comment
