Context of Philippians 3:20
18For I have told you often before, and I say it again with tears in my eyes, that there are many whose conduct shows they are really enemies of the cross of Christ. 19They are headed for destruction. Their god is their appetite, they brag about shameful things, and they think only about this life here on earth. But we are citizens of heaven, where the Lord Jesus Christ lives. And we are eagerly waiting for him to return as our Savior. 21He will take our weak mortal bodies and change them into glorious bodies like his own, using the same power with which he will bring everything under his control.

It signifies also a republic, a city, or the inhabitants of any city or place; or a society of persons living in the same place, and under the same rules and laws. See more in Schleusner. - Barnes’ Notes on the Bible · v. 20For our conversation is in heaven - That is, this is true of all who are sincere Christians. It is a characteristic of Christians, in contradistinction from those who are the “enemies of the cross,” that their conversation is in heaven. The word “conversation” we now apply almost entirely to oral discourse. It formerly, however, meant conduct in general, and it is usually employed in this sense in the Scriptures; see the notes at Phlippians 1:27, where…Read the comment
