Context of Acts 25:9
7When he had come, the Jews who had come down from Jerusalem stood about and laid many serious complaints against Paul, which they could not prove, 8while he answered for himself, “Neither against the law of the Jews, nor against the temple, nor against Caesar have I offended in anything at all.” But Festus, wanting to do the Jews a favor, answered Paul and said, “Are you willing to go up to Jerusalem and there be judged before me concerning these things?” 10So Paul said, “I stand at Caesar’s judgment seat, where I ought to be judged. To the Jews I have done no wrong, as you very well know. 11For if I am an offender, or have committed anything deserving of death, I do not object to dying; but if there is nothing in these things of which these men accuse me, no one can deliver me to them. I appeal to Caesar.”

- Adam Clarke Bible Commentary · v. 9Willing to do the Jews a pleasure - This was merely to please them, and conciliate their esteem; for he knew that, as Paul was a Roman citizen, he could not oblige him to take a new trial at Jerusalem.Read the comment
- Barnes’ Notes on the Bible · v. 9But Festus, willing to do the Jews a pleasure - Desirous of securing their favor, as he had just entered on his administration. Compare Acts 24:27. In this he evinced rather a desire of popularity than an inclination to do justice. Had he been disposed to do right at once, he would have immediately discharged Paul. Festus perceived that the case was one that did not come fairly within the jurisdiction of a Roman magistrate; that it pertained solely to the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-109-10. Festus, willing to do the Jews a pleasure--to ingratiate himself with them. said, Wilt thou go up to Jerusalem, and ... be judged ... before me--or, "under my protection." If this was meant in earnest, it was temporizing and vacillating. But, possibly, anticipating Paul's refusal, he wished merely to avoid the odium of refusing to remove the trial to Jerusalem.Read the comment
