Context of Acts 25:9
7When Paul arrived, the Jews who had come down from Jerusalem stood around him, bringing many serious charges that they could not prove. 8Then Paul made his defense: “I have committed no offense against the law of the Jews or against the temple or against Caesar.” But Festus, wishing to do the Jews a favor, said to Paul, “Are you willing to go up to Jerusalem to stand trial before me on these charges?” 10Paul replied, “I am standing before the judgment seat of Caesar, where I ought to be tried. I have done nothing wrong to the Jews, as you yourself know very well. 11If, however, I am guilty of anything worthy of death, I do not refuse to die. But if there is no truth to their accusations against me, no one has the right to hand me over to them. I appeal to Caesar!”

Commentaries on Acts 25:9
- Adam Clarke Bible Commentary · v. 9Willing to do the Jews a pleasure - This was merely to please them, and conciliate their esteem; for he knew that, as Paul was a Roman citizen, he could not oblige him to take a new trial at Jerusalem.Read the comment
- Barnes’ Notes on the Bible · v. 9But Festus, willing to do the Jews a pleasure - Desirous of securing their favor, as he had just entered on his administration. Compare Acts 24:27. In this he evinced rather a desire of popularity than an inclination to do justice. Had he been disposed to do right at once, he would have immediately discharged Paul. Festus perceived that the case was one that did not come fairly within the jurisdiction of a Roman magistrate; that it pertained solely to the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-109-10. Festus, willing to do the Jews a pleasure--to ingratiate himself with them. said, Wilt thou go up to Jerusalem, and ... be judged ... before me--or, "under my protection." If this was meant in earnest, it was temporizing and vacillating. But, possibly, anticipating Paul's refusal, he wished merely to avoid the odium of refusing to remove the trial to Jerusalem.Read the comment
