Context of Matthew 21:5
3If anyone says anything to you, say that the Lord needs them, and he will send them right away.” 4This took place to fulfill what was spoken through the prophet: “Say to Daughter Zion, ‘See, your king comes to you, gentle and riding on a donkey, and on a colt, the foal of a donkey.’ ” 6The disciples went and did as Jesus had instructed them. 7They brought the donkey and the colt and placed their cloaks on them for Jesus to sit on.

- Adam Clarke Bible Commentary · v. 5Tell ye the daughter of Sion - The quotation is taken from Zechariah 9:9, but not in the precise words of the prophet. This entry into Jerusalem has been termed the triumph of Christ. It was indeed the triumph of humility over pride and worldly grandeur; of poverty over affluence; and of meekness and gentleness over rage and malice. He is coming now meek, full of kindness and compassion to those who were plotting his destruction! He comes to deliver up…Read the comment
