Context of John 6:64
62Then what if you see the Son of Man ascending where he was before? 63The Spirit is the one who gives life; human nature is of no help! The words that I have spoken to you are spirit and are life. But there are some of you who do not believe.” (For Jesus had already known from the beginning who those were who did not believe, and who it was who would betray him.) 65So Jesus added, “Because of this I told you that no one can come to me unless the Father has allowed him to come.” 66After this many of his disciples quit following him and did not accompany him any longer.

- Adam Clarke Bible Commentary · v. 64But there are some of you that believe not - This is addressed to Judas, and to those disciples who left him: John 6:66. And who should betray him - Or, who would deliver him up. Because he knew all things; he knew from the first, from Judas's call to the apostleship, and from eternity, (if the reader pleases), who it was who would (not should) deliver him up into the hands of the Jews. Should, in the apprehension of most, implies necessity and…Read the comment
