Context of Revelation 13:11
9If anyone has ears, let him listen: 10If anyone is taken prisoner, he must go to prison. If anyone is killed with a sword, with a sword he must be killed. In this situation God’s holy people need endurance and confidence. I saw another beast come from the earth, and it had two horns like a lamb. It talked like a serpent. 12The second beast uses all the authority of the first beast in its presence. The second beast makes the earth and those living on it worship the first beast, whose fatal wound was healed. 13The second beast performs spectacular signs. It even makes fire come down from heaven to earth in front of people.

Commentaries on Revelation 13:11
- Adam Clarke Bible Commentary · v. 11And I beheld another beast coming up out of the earth - As a beast has already been shown to be the symbol of a kingdom or empire, the rising up of this second beast must consequently represent the rising up of another empire. This beast comes up out of the earth; therefore it is totally different from the preceding, which rose up out of the sea. Earth here means the Latin world, for this word has been shown to import this already in several instances…Read the comment
- Barnes’ Notes on the Bible · v. 11And I beheld another beast - Compare the notes on Revelation 13:1. This was so distinct from the first that its characteristics could be described, though, as shown in the Analysis of the Chapter, there was in many points a strong resemblance between them. The relations between the two will be more fully indicated in the notes. Coming up out of the earth - Prof. Stuart renders this, “ascending from the land.” The former was represented as rising up out of…Read the comment
- Matthew Henry Concise Commentary · v. 11-18Verses 11-18 Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
- Tyndale Open Study Notes · v. 11The beast appears as a lamb, the same symbol used for Christ (see Revelation 5:6–13; 7:9–17; 14:1–4), but this lamb spoke like a dragon. This image represents a false messiah. The two horns might symbolize two emperors, possibly Nero and Domitian.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1111. another beast--"the false prophet." out of the earth--out of society civilized, consolidated, and ordered, but still, with all its culture, of earth earthy: as distinguished from "the sea," the troubled agitations of various peoples out of which the world power and its several kingdoms have emerged. "The sacerdotal persecuting power, pagan and Christian; the pagan priesthood making an image of the emperors which they compelled Christians to worship…Read the comment
