Context of Revelation 13:11
9Everyone who can understand should listen carefully to these words: 10‘If it is right for someone's enemy to catch him, that is what will happen. If it is right for someone's enemy to kill him with a sword, that is what will happen.’ This means that God's people must be patient and strong. They must continue to trust God. Then I saw a second wild animal. This one was coming up out of the ground. It had two horns like a lamb's horns. But it spoke like a dragon. 12It worked for the first wild animal and it used the authority of the first wild animal. It made all the people on earth worship the first wild animal. That first animal was the one that someone had hurt very much. It seemed that it would soon die but it had become well again. 13The second wild animal did great miracles. It even caused fire to come down from heaven to the earth, while people watched.

Commentaries on Revelation 13:11
- Adam Clarke Bible Commentary · v. 11And I beheld another beast coming up out of the earth - As a beast has already been shown to be the symbol of a kingdom or empire, the rising up of this second beast must consequently represent the rising up of another empire. This beast comes up out of the earth; therefore it is totally different from the preceding, which rose up out of the sea. Earth here means the Latin world, for this word has been shown to import this already in several instances…Read the comment
- Barnes’ Notes on the Bible · v. 11And I beheld another beast - Compare the notes on Revelation 13:1. This was so distinct from the first that its characteristics could be described, though, as shown in the Analysis of the Chapter, there was in many points a strong resemblance between them. The relations between the two will be more fully indicated in the notes. Coming up out of the earth - Prof. Stuart renders this, “ascending from the land.” The former was represented as rising up out of…Read the comment
- Matthew Henry Concise Commentary · v. 11-18Verses 11-18 Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
- Tyndale Open Study Notes · v. 11The beast appears as a lamb, the same symbol used for Christ (see Revelation 5:6–13; 7:9–17; 14:1–4), but this lamb spoke like a dragon. This image represents a false messiah. The two horns might symbolize two emperors, possibly Nero and Domitian.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1111. another beast--"the false prophet." out of the earth--out of society civilized, consolidated, and ordered, but still, with all its culture, of earth earthy: as distinguished from "the sea," the troubled agitations of various peoples out of which the world power and its several kingdoms have emerged. "The sacerdotal persecuting power, pagan and Christian; the pagan priesthood making an image of the emperors which they compelled Christians to worship…Read the comment
