Context of Acts 13:1
Barnabas, Simeon (called the Black), Lucius (from Cyrene), Manaen (a close friend of Herod since childhood), and Saul were prophets and teachers in the church in Antioch. 2While they were worshiping the Lord and fasting, the Holy Spirit said, “Set Barnabas and Saul apart for me. I want them to do the work for which I called them.” 3After fasting and praying, Simeon, Lucius, and Manaen placed their hands on Barnabas and Saul, and released them ⌞from their work in Antioch⌟.

- Adam Clarke Bible Commentary · v. 1Certain prophets and teachers - . It is probable that these were not distinct offices; both might be vested in the same persons. By prophets we are to understand, when the word is taken simply, persons who were frequently inspired to predict future events, and by teachers, persons whose ordinary office was to instruct the people in the Christian doctrine. These also, to be properly qualified for the office, must have been endued with the influence of the…Read the comment

And teachers - Teachers are several times mentioned in the New Testament as an order of ministers, 1 Corinthians 12:28-29; Ephesians 4:11; 2 Peter 2:1. Their precise rank and duty are not known. It is probable that those mentioned here as prophets were the same persons as the teachers. They might discharge both offices, predicting future events…Read the comment

- Tyndale Open Study Notes · v. 1prophets and teachers: See “The Gift of Prophecy” Theme Note; also see 1 Corinthians 12:28–29; Ephesians 4:11. The name Simeon suggests a Jewish background (see Genesis 29:33; Luke 2:25; 3:30). He is also called Niger (which means "the black mane"). This suggests that he was probably African. Lucius is a Latin name. He came from Cyrene, the capital of Libya in North Africa. He was probably one of the preachers from Cyrene who brought the Christian message…Read the comment
