Now in the church at Antioch there were prophets [who spoke a new message of God to the people] and teachers: Barnabas, Simeon who was called Niger, Lucius of Cyrene, Manaen who had been brought up with Herod [Antipas] the tetrarch, and Saul. 2While they were serving the Lord and fasting, the Holy Spirit said, “Set apart for Me Barnabas and Saul (Paul) for the work to which I have called them.” 3Then after fasting and praying, they laid their hands on them [in approval and dedication] and sent them away [on their first journey].

- Adam Clarke Bible Commentary · v. 1Certain prophets and teachers - . It is probable that these were not distinct offices; both might be vested in the same persons. By prophets we are to understand, when the word is taken simply, persons who were frequently inspired to predict future events, and by teachers, persons whose ordinary office was to instruct the people in the Christian doctrine. These also, to be properly qualified for the office, must have been endued with the influence of the…Read the comment

The name Simeon suggests a Jewish background (see Genesis 29:33; Luke 2:25; 3:30). He is also called Niger (which means "the black mane"). This suggests that he was probably African. Lucius is a Latin name. He came from Cyrene, the capital of Libya in North Africa. He was probably one of the preachers from Cyrene who brought the Christian message…Read the comment
