Context of Ephesians 4:11
9Now what does it mean that he went up except that he also had gone down to the lowest parts of the earth? 10The one who had gone down also went up above all the heavens so that he fills everything. He also gave apostles, prophets, missionaries, as well as pastors and teachers as gifts ⌞to his church⌟. 12Their purpose is to prepare God’s people to serve and to build up the body of Christ. 13This is to continue until all of us are united in our faith and in our knowledge about God’s Son, until we become mature, until we measure up to Christ, who is the standard.

- Matthew Henry Concise Commentary · v. 7-16Verses 7-16 Unto every believer is given some gift of grace, for their mutual help. All is given as seems best to Christ to bestow upon every one. He received for them, that he might give to them, a large measure of gifts and graces; particularly the gift of the Holy Ghost. Not a mere head knowledge, or bare acknowledging Christ to be the Son of God, but such as brings trust and obedience. There is a fulness in Christ, and a measure of that fulness given…Read the comment
