Context of Acts 11:18
16I remembered that the Lord had said, ‘John baptized with water, but you will be baptized by the Holy Spirit.’ 17When they believed, God gave them the same gift that he gave us when we believed in the Lord Jesus Christ. So who was I to interfere with God?” When the others heard this, they had no further objections. They praised God by saying, “Then God has also led people who are not Jewish to turn to him so that they can change the way they think and act and have eternal life.” 19Some of the believers who were scattered by the trouble that broke out following Stephen’s death went as far as Phoenicia, Cyprus, and the city of Antioch. They spoke God’s word only to Jewish people. 20But other believers, who were from Cyprus and Cyrene, arrived in Antioch. They started to spread the Good News about the Lord Jesus to Greeks.

- Adam Clarke Bible Commentary · v. 18They held their peace - Their prejudices were confounded; they considered the subject, and saw that it was from God; then they glorified him, because they saw that he had granted unto the Gentiles repentance unto life. As the word , which we translate repentance, signifies literally a change of mind, it may be here referred to a change of religious views, etc. And as repentance signifies a change of life and conduct, from evil to good, so the word may be…Read the comment

Then hath God - The great truth in this manner established that the doors of the church are opened To the entire Gentile world - a truth that was worthy of this remarkable interposition. It at once changed the views of the apostles and of the early Christians; gave them new, large, and liberal conceptions of the gospel; broke down their…Read the comment

They saw that God was at work in the Gentiles' believing in Jesus and in their receiving eternal life. However, the question of including Gentiles was not finished.
