Context of Acts 8:28
26Then an angel of the Lord God came to Philip. He said, ‘Philip, go south to the road between Jerusalem and Gaza which goes through the wilderness.’ 27So Philip started on his journey. While he was going along this road, he met an important officer from Ethiopia. This man had authority over the queen of Ethiopia's money. The queen was called Candace. The officer was travelling home from Jerusalem. He had been there to worship God. Now the man was travelling home again in his chariot. He was reading something from the book that God's prophet Isaiah wrote. 29The Holy Spirit said to Philip, ‘Go to that chariot and walk beside it.’ 30So Philip ran to the cart as it went along. The officer was reading aloud from the prophet Isaiah's book and Philip heard him. So Philip asked the man, ‘Do you understand the things that you are reading about?’

- Adam Clarke Bible Commentary · v. 28Sitting in his chariot, read Esaias the prophet - He had gone to Jerusalem to worship: he had profited by his religious exercises: and even in travelling, he is improving his time. God sees his simplicity and earnestness, and provides him an instructer, who should lead him into the great truths of the Gospel, which, without such a one, he could not have understood. Many, after having done their duty, as they call it, in attending a place of worship…Read the comment

- Matthew Henry Concise Commentary · v. 26-40Verses 26-40 Philip was directed to go to a desert. Sometimes God opens a door of opportunity to his ministers in very unlikely places. We should study to do good to those we come into company with by travelling. We should not be so shy of all strangers as some affect to be. As to those of whom we know nothing else, we know this, that they have souls. It is wisdom for men of business to redeem time for holy duties; to fill up every minute with something…Read the comment

He then took the opportunity to share the message of the gospel with an Ethiopian eunuch (a trusted male official who served a king or queen) on the desert road from Jerusalem to Gaza. This event shows how effective Philip was in explaining and sharing the Christian message. It also shows his strong commitment to bringing the good news to all people, no matter their social position or…Read the comment
