Context of Acts 28:29
27These people do not really want to understand. They are like people who have shut their ears. They are like people who have shut their eyes. If they did want to look, then they would really see. If they did want to listen, then they would really hear. They would understand my message. They would turn back to me and they would obey me. Then I would forgive them and I would make them well.” ’ 28Paul then said to the Jews there, ‘You do not want to listen to God's message. But the Gentiles will listen! They will understand how God will save them.’ [After Paul had said this, the Jews left. They were still arguing with each other.] 30Paul lived in a house in Rome for two years. He paid money to live in the house. Many people came to visit him there. He was very happy to see them all. 31He told people clearly about the kingdom of God. He taught them about the Lord Jesus Christ. He was not afraid to speak strongly. Nobody tried to stop him.

That is, the part which believed that Jesus was the Messiah Acts 28:24 discussed the subject warmly with those who did not believe. - Matthew Henry Concise Commentary · v. 23-31Verses 23-31 Paul persuaded the Jews concerning Jesus. Some were wrought upon by the word, and others hardened; some received the light, and others shut their eyes against it. And the same has always been the effect of the gospel. Paul parted with them, observing that the Holy Ghost had well described their state. Let all that hear the gospel, and do not heed it, tremble at their doom; for who shall heal them, if God does not? The Jews had afterwards much…Read the comment
