Context of Acts 28:28
26“Go and say to this people, ‘You will listen and listen. But you will not understand. You will look and look. But you will not see anything.’ 27These people do not really want to understand. They are like people who have shut their ears. They are like people who have shut their eyes. If they did want to look, then they would really see. If they did want to listen, then they would really hear. They would understand my message. They would turn back to me and they would obey me. Then I would forgive them and I would make them well.” ’ Paul then said to the Jews there, ‘You do not want to listen to God's message. But the Gentiles will listen! They will understand how God will save them.’ 29[After Paul had said this, the Jews left. They were still arguing with each other.] 30Paul lived in a house in Rome for two years. He paid money to live in the house. Many people came to visit him there. He was very happy to see them all.

- Adam Clarke Bible Commentary · v. 28The salvation of God is sent unto the Gentiles - St. Paul had spoken to this effect twice before, Acts 13:46, and Acts 18:6, where see the notes; but here he uses a firmer tone, being out of the Jewish territories, and under the protection of the emperor. By the salvation of God, all the blessings of the kingdom of Christ are intended. This salvation God could have sent unto the Gentiles, independently of the Jewish disobedience; but He waited till they…Read the comment

Paul parted with them, observing that the Holy Ghost had well described their state. Let all that hear the gospel, and do not heed it, tremble at their doom; for who shall heal them, if God does not? The Jews had afterwards much…Read the comment
