Context of Acts 25:4
2When he arrived there, the leaders of the priests and the Jewish leaders told him about Paul. They spoke bad things against Paul. 3They said to Festus, ‘Please listen to us. We really want you to bring Paul here to Jerusalem. You can judge him here. Then we would be very happy.’ They wanted to kill Paul while he was travelling to Jerusalem. But Festus answered them, ‘Paul will remain in prison in Caesarea. I myself will return there soon. 5So your leaders should go to Caesarea with me. If this man has done anything wrong, they can speak against him there. I will listen and I will judge.’ 6Festus stayed for another eight or ten days in Jerusalem. Then he returned to Caesarea. On the next day, he sat down on his special seat as judge. He said to his soldiers, ‘Bring Paul here!’

Commentaries on Acts 25:4
- Adam Clarke Bible Commentary · v. 4Festus answered, that Paul should be kept at Caesarea - It is truly astonishing that Festus should refuse this favor to the heads of the Jewish nation, which, to those who were not in the secret, must appear so very reasonable; and especially as, on his coming to the government, it might be considered an act that was likely to make him popular; and he could have no interest in denying their request. But God had told Paul that he should testify of him at…Read the comment
- Barnes’ Notes on the Bible · v. 4But Festus answered - What induced Festus to refuse their request is not known. It is probable, however, that he was apprised that Paul was a Roman citizen, and that his case could not come before the Jewish Sanhedrin, but must be heard by himself. As Caesarea was also at that time the residence of the Roman governor, and the place of holding the courts, and as Paul was lodged there safely, there did not appear to be any sufficient reason for removing…Read the comment
- Tyndale Open Study Notes · v. 1-5Felix’s successor was Porcius Festus. Nero appointed him as governor of Judea around AD 59–62. Josephus describes Festus as a careful and honest leader. However, he could not stop the growing unrest among the Jewish people, even though he took strong action against the Assassins (a violent group also called the Sicarii; Josephus, Antiquities 20.8.10; see also Acts 21:38). Festus refused the Jewish leaders’ request to move Paul’s trial to Jerusalem, but he…Read the comment
