Context of Acts 25:4
2The chief priests and the other important Jewish leaders informed Festus about their charges against Paul. They were urging 3Festus to do them the favor of having Paul brought to Jerusalem. The Jews had a plan to ambush and kill Paul as he traveled to Jerusalem. Festus replied that he would be returning to Caesarea soon and would keep Paul there. 5He told them, “Have your authorities come to Caesarea with me and accuse him there if the man has done something wrong.” 6Festus stayed in Jerusalem for eight or ten days at the most and then returned to Caesarea. The next day Festus took his place in court and summoned Paul.

- Adam Clarke Bible Commentary · v. 4Festus answered, that Paul should be kept at Caesarea - It is truly astonishing that Festus should refuse this favor to the heads of the Jewish nation, which, to those who were not in the secret, must appear so very reasonable; and especially as, on his coming to the government, it might be considered an act that was likely to make him popular; and he could have no interest in denying their request. But God had told Paul that he should testify of him at…Read the comment
- Barnes’ Notes on the Bible · v. 4But Festus answered - What induced Festus to refuse their request is not known. It is probable, however, that he was apprised that Paul was a Roman citizen, and that his case could not come before the Jewish Sanhedrin, but must be heard by himself. As Caesarea was also at that time the residence of the Roman governor, and the place of holding the courts, and as Paul was lodged there safely, there did not appear to be any sufficient reason for removing…Read the comment
- Tyndale Open Study Notes · v. 1-5Felix’s successor was Porcius Festus. Nero appointed him as governor of Judea around AD 59–62. Josephus describes Festus as a careful and honest leader. However, he could not stop the growing unrest among the Jewish people, even though he took strong action against the Assassins (a violent group also called the Sicarii; Josephus, Antiquities 20.8.10; see also Acts 21:38). Festus refused the Jewish leaders’ request to move Paul’s trial to Jerusalem, but he…Read the comment
