Context of Acts 25:3
1Three days after Festus began to rule in Caesarea, he travelled from there to Jerusalem. 2When he arrived there, the leaders of the priests and the Jewish leaders told him about Paul. They spoke bad things against Paul. They said to Festus, ‘Please listen to us. We really want you to bring Paul here to Jerusalem. You can judge him here. Then we would be very happy.’ They wanted to kill Paul while he was travelling to Jerusalem. 4But Festus answered them, ‘Paul will remain in prison in Caesarea. I myself will return there soon. 5So your leaders should go to Caesarea with me. If this man has done anything wrong, they can speak against him there. I will listen and I will judge.’

- Barnes’ Notes on the Bible · v. 3And desired favour against him - Desired the favor of Festus, that they might accomplish their wicked purpose on Paul. Would send for him to Jerusalem - Probably under a pretence that he might be tried by the Sanhedrin; or perhaps they wished Festus to hear the cause there, and to decide it while he was at Jerusalem. Their real motive is immediately stated. Laying wait in the way to kill him - That is, they would lie in wait, or they would employ a band…Read the comment

Festus refused the Jewish leaders’ request to move Paul’s trial to Jerusalem, but he…Read the comment
