Context of Acts 25:4
2And [there in Jerusalem] the chief priests and the leading men of the Jews brought charges against Paul [before Festus], and they repeatedly pleaded with him, 3asking as a concession against Paul, that he would have him brought to Jerusalem; (meanwhile planning an ambush to kill him on the way). Festus answered that Paul was being held in custody in Caesarea [Maritima] and that he himself was about to leave shortly. 5“So,” he said, “let those who are in a position of authority among you go there with me, and if there is anything criminal about the man, let them bring charges against him.” 6Now after Festus had spent no more than eight or ten days among them, he went down to Caesarea, and on the next day he took his seat on the tribunal (the judicial bench), and ordered Paul to be brought [before him].

Commentaries on Acts 25:4
- Adam Clarke Bible Commentary · v. 4Festus answered, that Paul should be kept at Caesarea - It is truly astonishing that Festus should refuse this favor to the heads of the Jewish nation, which, to those who were not in the secret, must appear so very reasonable; and especially as, on his coming to the government, it might be considered an act that was likely to make him popular; and he could have no interest in denying their request. But God had told Paul that he should testify of him at…Read the comment
- Barnes’ Notes on the Bible · v. 4But Festus answered - What induced Festus to refuse their request is not known. It is probable, however, that he was apprised that Paul was a Roman citizen, and that his case could not come before the Jewish Sanhedrin, but must be heard by himself. As Caesarea was also at that time the residence of the Roman governor, and the place of holding the courts, and as Paul was lodged there safely, there did not appear to be any sufficient reason for removing…Read the comment
- Tyndale Open Study Notes · v. 1-5Felix’s successor was Porcius Festus. Nero appointed him as governor of Judea around AD 59–62. Josephus describes Festus as a careful and honest leader. However, he could not stop the growing unrest among the Jewish people, even though he took strong action against the Assassins (a violent group also called the Sicarii; Josephus, Antiquities 20.8.10; see also Acts 21:38). Festus refused the Jewish leaders’ request to move Paul’s trial to Jerusalem, but he…Read the comment
