Context of Revelation 17:16
14These will make war against the Lamb, but the Lamb will conquer them because he is Lord of lords and King of kings. Those with him are called, chosen, and faithful.” 15He also said to me, “The waters you saw, where the prostitute was seated, are peoples, multitudes, nations, and languages. The ten horns you saw, and the beast, will hate the prostitute. They will make her desolate and naked, devour her flesh, and burn her up with fire. 17For God has put it into their hearts to carry out his plan by having one purpose and to give their kingdom to the beast until the words of God are fulfilled. 18And the woman you saw is the great city that has royal power over the kings of the earth.”

- Adam Clarke Bible Commentary · v. 16And the ten horns which thou sowest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire - Here is a clue to lead us to the right interpretation of the horns of the beast. It is said the Ten horns shall hate the whore; by which is evidently meant, when connected with what follows, that the whole of the ten kingdoms in the interest of the Latin Church shall finally despise her…Read the comment
- Barnes’ Notes on the Bible · v. 16And the ten horns which thou sawest upon the beast - Revelation 17:3. The ten powers or kingdoms represented by those horns. See the notes on Revelation 17:12. These shall hate the whore - There seems to be some incongruity between this statement and what was previously made.
