Context of Luke 3:19
17His winnowing fork is in His hand to thoroughly clear His threshing floor, and to gather the wheat (believers) into His barn (kingdom); but He will burn up the chaff (the unrepentant) with unquenchable fire.” 18So with many other appeals and various admonitions John preached the good news (gospel) to the people. But when Herod [Antipas] the tetrarch was repeatedly reprimanded [and convicted by John’s disapproval] for having Herodias, his brother’s wife [as his own], and for all the wicked things that Herod had done, 20he also added this to them all: he locked up John in prison. 21Now when all the people were baptized, Jesus was also baptized, and while He was praying, the [visible] heaven was opened,

- Barnes’ Notes on the Bible · v. 19See the notes at Matthew 14:1-13. “Added this above all.” To all his former crimes he added this; not implying that this was the “worst” of his acts, but that this was “one” of his deeds, of like character as the others. The event here mentioned did not take place until some time after this, but it is mentioned here to show what was the end of John‘s preaching, or to “fill out” the account concerning him.Read the comment
- Matthew Henry Concise Commentary · v. 15-20Verses 15-20 John the Baptist disowned being himself the Christ, but confirmed the people in their expectations of the long-promised Messiah. He could only exhort them to repent, and assure them of forgiveness upon repentance; but he could not work repentance in them, nor confer remission on them. Thus highly does it become us to speak of Christ, and thus humbly of ourselves. John can do no more than baptize with water, in token that they ought to purify…Read the comment
- Tyndale Open Study Notes · v. 19-20Herod Antipas was the ruler of Galilee. He divorced his first wife and married Herodias. Herodias was the wife of his half-brother Herod Philip. When John publicly criticized Herod for this sin, Herod imprisoned and later executed him (compare 9:9; Mark 6:16–29). Herod’s execution of John is also recorded by the Jewish historian Josephus (Antiquities 18.5.2).Read the comment

(Also see on Mt 3:12.) and for all the evils which Herod had done--important fact here only mentioned, showing how thoroughgoing was the fidelity of the Baptist to his royal hearer, and how strong must have been the workings of conscience in that slave of passion when, notwithstanding such plainness, he "did many things and heard John gladly" (Mr 6:20, 26).Read the comment
