Context of Acts 13:11
9But Saul, who was also known as Paul, filled with the Holy Spirit and led by Him, looked steadily at Elymas, 10and said, “You [Elymas] who are full of every [kind of] deceit, and every [kind of] fraud, you son of the devil, enemy of everything that is right and good, will you never stop perverting the straight paths of the Lord? Now, watch! The hand of the Lord is on you, and you will be blind, [so blind that you will be] unable to see the sun for a time.” Immediately a mist and darkness fell upon him, and he groped around, seeking people to lead him by the hand. 12The proconsul believed [the message of salvation] when he saw what had happened, being astonished at the teaching concerning the Lord. 13Now Paul and his companions sailed from Paphos and came to Perga in Pamphylia; but John [Mark] left them and went back to Jerusalem.

- Adam Clarke Bible Commentary · v. 11The hand of the Lord is upon thee - The power of God is now about to deal with thee in the way of justice. Thou shalt be blind - Every word here proves the immediate inspiration of Paul. He was full of the Holy Ghost when he began this address: by the light of that Spirit he discerned the state of Elymas, and exposed his real character; and, by the prophetic influence of that same Spirit, he predicted the calamity that was about to fall upon him, while as…Read the comment
- Barnes’ Notes on the Bible · v. 11The hand of the Lord is upon thee - God shall punish thee. By this sudden and miraculous punishment he would be awed and humbled, and the proconsul and others would be convinced that he was an impostor, and that the gospel was true. His wickedness deserved such punishment; and at the same time that due punishment was inflicted, it was designed that the gospel should be extended by this means. In all this there was the highest evidence that Paul was under…Read the comment

Saul is here for the first time called Paul, and never after Saul. Saul was his name as he was a Hebrew; Paul was his name as he was a citizen of Rome. Under the direct influence of the Holy Ghost, he gave Elymas his true character, but not in passion. A fulness of deceit and mischief together, make a man…Read the comment

The sorcerer became blind immediately, and this condition lasted for a significant period of time. This event showed the power and truthfulness of the gospel message over the sorcerer's false claims.Read the comment
