Context of Deuteronomy 15:6
4“However, there should be no poor among you, for Adonai will surely bless you in the land Adonai your God is giving you as an inheritance to possess. 5If only you would carefully listen to the voice of Adonai your God, being careful to do all these mitzvah that I am commanding you today! For Adonai your God will bless you as He promised you. So you will lend to many nations, but not borrow; you will rule over many nations, but they will not rule over you. 7“If there is a poor man among you—any of your brothers within any of your gates in your land that Adonai your God is giving you—you are not to harden your heart or shut your hand against your poor brother. 8Rather, you must surely open your hand to him and you must surely lend him enough for his need—whatever he is lacking.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment
- Tyndale Open Study Notes · v. 6you will lend to many nations: If Israel obeyed God, the nation would become prosperous (having great wealth and resources). It would be able to lend to other nations instead of borrowing from them. This prosperity would show that God was keeping his promise to Abraham. God had promised that Abraham’s descendants would be a blessing to all nations (Genesis 12:2–3; 17:4–6; 26:3–4).Read the comment
