Context of Deuteronomy 15:6
4But there will be no poor among you; for the Lord will bless you in the land that the Lord your God is giving you for an inheritance to possess— 5if only you will strictly obey the voice of the Lord your God, being careful to do all this commandment that I command you today. For the Lord your God will bless you, as he promised you, and you shall lend to many nations, but you shall not borrow, and you shall rule over many nations, but they shall not rule over you. 7"If among you, one of your brothers should become poor, in any of your towns within your land that the Lord your God is giving you, you shall not harden your heart or shut your hand against your poor brother, 8but you shall open your hand to him and lend him sufficient for his need, whatever it may be.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment
- Tyndale Open Study Notes · v. 6you will lend to many nations: If Israel obeyed God, the nation would become prosperous (having great wealth and resources). It would be able to lend to other nations instead of borrowing from them. This prosperity would show that God was keeping his promise to Abraham. God had promised that Abraham’s descendants would be a blessing to all nations (Genesis 12:2–3; 17:4–6; 26:3–4).Read the comment
